LA's jumping car: coolness borne out necessity

I didn't know that lowrider cars, as in the LA lowriders, were borne out of pure necessity. Sometime ago, a law in LA was passed stipulating that the body of a car couldn't go below the top of the wheels by a certain amount. The solution to pass surprise police inspections? Install hydraulics to lift/lower the car when needed. The hoping is just eye candy. Sort of like saying
s'appenin'.
